Information system of the State Treasury
The State Treasury is the Core banking system through which all state payments flow. It is part of critical infrastructure and is used by hundreds of public and private sector institutions and organizations.
The specifics of this system are countless changes and regular updates, which are defined by changes in the legislation of the Slovak Republic and the European Union. One of these changes was the requirement for pan-European harmonization of address formats according to the requirements of the EPC (European Payments Council). Although it looks like a simple change, it actually touched all the key modules and integrations. In addition, it was necessary to launch it by a single European-wide deadline.
Thanks to our unrivaled knowledge of the system, the absolute commitment of the project team and many preparatory implementation micro-projects, we managed to launch the production version without any fluctuation of the system during its uninterrupted operation.

The contractor
The State Treasury is an organization of the Ministry of Finance of the Slovak Republic, which ensures the planning, management and implementation of all state payments, including the servicing of state debt, subsidies, tax revenues and ensures the management of cash, debt and investment of short-term surplus liquidity of the public sector.
Project
The information system of the State Treasury is a Core banking system that ensures financial flows between the State Treasury and other public and private sector institutions. It must comply with the requirements of the legislation of the Slovak Republic and the European Union, as well as the possibilities and needs of dozens of other economic/payment systems.
Assignment
The assignment was to implement changes to the payment system according to the requirements of the EPC (European Payments Council). It was necessary to expand the offer of information transmitted via SEPA transfers and direct debits, to ensure the operability of SEPA payment systems after March 2024, and to improve the potential of automated processing of SEPA messages. In essence, it was necessary to modify and replace unstructured address entries with structured ones according to the single EPC directive.
Solution
Our task was to analyze in depth the issue not only of IS ŠP but also of their external payment modules, respectively. data entering the system. Subsequently, we developed assignments for individual system applications, according to which we implemented the changes. Debugging and preparation for production operation had to take place in accordance with the requirements of the international organization EPC, which provides a central contact point for European payment service providers.
The result
In accordance with legislative standards, we have successfully implemented several modifications to the functionality of SEPA payments in accordance with the STEP2 release 2023 documentation. We have ensured the transfer of a structured address from T2 import batches to items, client transactions and client statements. We have updated the interbank XML messages for SEPA transfers and direct debits to newer versions of the messages. Along with modifying the structure of the messages, we also enabled the sending of structured address, legal entity identifier (LEI) and proxy (account alias, phone number, etc.).
The individual applications forming the core of the information system, after extensive modification, were tested, debugged and successfully prepared for production operation, which was launched in a coordinated manner for the entire SEPA area in mid-March 2024. The project is also planned to continue, the goal of which will be to implement further modifications available by the end of the year 2025.
Conclusion
Our long-term cooperation is regularly positively evaluated by customers, and thanks to our team, its willingness to always be helpful and shared know-how, the largest banking application in terms of transaction volume boasts unique results not only within the Slovak Republic but also in the EU.
